Complete account_do localization readiness for 8.0

Add the tax classification model extension, tax views, translation catalogs, package test dependencies, and income statement account type structure required by the Dominican localization. Validate the module with clean Python 3.11 install, full unit tests, package build, and twine check before publishing to the 8.0 branch.
