Add missing transaction commit to SEPA mandate migration

The console does not commit the transaction automatically, so the updated addresses are not persisted without an explicit commit. Closes #15037 (grafted from e56328f60aa45be564b55b93cd0c14ba8b23458c) --HG-- branch : 8.0
