Adrià Tarroja Caubet 02c2c2718a Add missing transaction commit to SEPA mandate migration 
The console does not commit the transaction automatically, so the updated
addresses are not persisted without an explicit commit.

Adrià Tarroja Caubet 4d0ad17551 Call on_change_party without assignment in SEPA mandate migration 
The method updates the address in place and returns None. Assigning its
return value to the address raises an AssertionError.

Closes #14996
