Cédric Krier f6858c6530 Include the minimal input/output quantity the same day as input in the average quantity for the turnover 
Such quantity should be accounted as staying 1 day in the warehouse otherwise
we may have more quantity leaving than the average stock.

Cédric Krier 31e3eb142c Unify shipment assignation scheduled jobs 
The order shipments are assigned is important as it determines which order
will be done or not. So we must try to assign all the shipments and
productions following a defined order.

Cédric Krier 69a1be6404 Assign all possible shipments and productions when trying 
If assign_try fails to assign all the moves, we check if all the moves of each
shipment and production are assigned and then assign them.
Also we remove the boolean return which makes no more sense.

Cédric Krier 4683fde7ac Make scenario independent of the current day 
The fiscal years are created centered on the passed date such that if the
current day change during the execution, the fiscal year is still usable.
Also fiscal year can be created for a range of dates such that it is guarantee
that the dates are in the fiscal year.
And finally remove datetime and dateutil import when they are not used.
