Remove the es_419 parent from the es_DO language record and provide the complete core ir catalog so the Dominican locale is independently maintained in core and every module.
Initialize es_DO catalogs from the Latin American Spanish catalogs so every server module is directly editable in Weblate while retaining es_419 as the configured fallback.
Previously the lock was too fine grained and missed some concurrent access that
could result in AttributeError. We implement a slightly changed double-checked
locking technique to ensure a fast path when the initialization already
occured.

By using the formula `(idx * prime) % range + 1`, tables created consecutively
have start id distant by `prime` and the maximum start id is `range`.
