Cédric Krier f6adaaa16a Update request stock move to draft when sale line has no purchase request 
When the purchase request is deleted and the process does not require to
recreate a purchase request, the request stock moves must be updated to draft.

Cédric Krier a109bf9dd4 Reset and cancel shipment when purchase request is cancelled 
The stock moves of the linked sale line is cancelled so the linked shipment
state must be updated to synchronize the inventory moves or to cancel it.

If assign_try fails to assign all the moves, we check if all the moves of each
shipment and production are assigned and then assign them.
Also we remove the boolean return which makes no more sense.

Cédric Krier db729e10c7 Assign supplied outgoing moves instead of inventory moves 
If the output location is the same as the storage location, there is no
inventory moves on the outgoing shipment, so the outgoing moves must be
assigned.
If the input location is the same as the storage location, there is neither
inventory moves on the incoming shipment, so the quantity must be computed
based on the incoming moves.

Cédric Krier 4683fde7ac Make scenario independent of the current day 
The fiscal years are created centered on the passed date such that if the
current day change during the execution, the fiscal year is still usable.
Also fiscal year can be created for a range of dates such that it is guarantee
that the dates are in the fiscal year.
And finally remove datetime and dateutil import when they are not used.
