Since 5b0f99f81e32 it is not possible to customize rate and factor of unit
which makes such non-standard unit more an issue than a feature.

get_required_version does not need to use .dev0 suffix anymore.
The download URL must be empty for development version.
Source Code must point to Heptapod repository.
Foundation email is used as author email.
