On shipment a good default order is by target location and product, but we add
the id to have deterministic result and remove the target location if by
design it is always the same.
On report with sequence on location, the order is fixed by the sequence of the
location.

If assign_try fails to assign all the moves, we check if all the moves of each
shipment and production are assigned and then assign them.
Also we remove the boolean return which makes no more sense.

When the output location is the same as the storage location, we should allow
to record that products have been picked in a children location.

This ensures that the domain based on warehouse location stays valid even if
the warehouse configuration is changed after the creation of the shipment.

The fiscal years are created centered on the passed date such that if the
current day change during the execution, the fiscal year is still usable.
Also fiscal year can be created for a range of dates such that it is guarantee
that the dates are in the fiscal year.
And finally remove datetime and dateutil import when they are not used.

get_required_version does not need to use .dev0 suffix anymore.
The download URL must be empty for development version.
