Cédric Krier 44c4b89065 Fix usage of context company 
Default value of company should be -1 to get the right cast and an impossible
value.
Replace False by None as other value in "in" clause.

It breaks the record rules if user create company from this wizard and it is
not allow to create chart template so selection widget prevent this

Cédric Krier a33afb9d1b New fiscal year closing method: 
- don't create move to deferral amount
- add a new object AccountDeferral to handle the debit/credit by fiscal year
  to deferral
- add button to close/reopen fiscal year
- modify the debit/credit/balance on account to take the amount from the
  AccountDeferral object
- add constraint on closing or re-opening fiscal year
- remove close_method on account and use a boolean deferral instead
- check that balance of non deferral accounts is zero when closing fiscal year
