Cédric Krier b58bed8718 Make purchase request description always readonly 
The changeset 3a0931d04904 added a readonly states but the description is a
substitut to the product so it should be readonly like the product.

Closes #12555

José Antonio Díaz Miralles 61bd18858a Sort purchase request by purchase and line key before create purchases 
This is needed to have requests ordered also when grouping them into purchase
line.
