Cédric Krier 2620cac751 Fill tax rule pattern of web shop with countries 
When account_tax_rule_country is activated, the pattern must be filled with
from_country and to_country to compute the right tax.

Closes #13223

get_required_version does not need to use .dev0 suffix anymore.
The download URL must be empty for development version.
Source Code must point to Heptapod repository.
Foundation email is used as author email.
