Cédric Krier 27d0dbd549 Add explicitly sale module as tests_require 
Since issue10375 stock_package_shipping does not depend anymore on
sale_shipment_cost. So sale is no more an implicit dependency.

We move the shipping code in mixin's such that it can be applied on other
shipments.
We define properties to abstract the information needed by the create shipping
wizards. Such that they can be execute on any shipment.

We add the flake8 configuration used so we ensure everyone uses the same.
