Cédric Krier a1e56225c4 Add preferred locales and update Stripe Customer 
The Stripe Customer is updated each time the party is modified in such way that
the parameters are also changed. We do not manage any retry on the update
because it is just a best effort.

The dispute amount is based on the initial amount of the charge. So if there
was already refunds that reduced the payment amount, we must not set a negative
amount.

We add the flake8 configuration used so we ensure everyone uses the same.
We remove the usage of __all__ for non public API.
When possible, we rationalize the class name according to its __name__ and module.

Cédric Krier 44e0bd5e47 Retry later on some StripeError depending of the code 
The code lock_timeout and token_in_use must be retried as it is an unexpected
behavior from Stripe service.
Also some calls did not catch APIConnectionError for retry.
