The amount is computed with an on_change using the base for manual tax, so the
base must be entered first.

Cédric Krier e4d7bcb689 Use converted tests converted by 2to3 
distutils import tests module from the source code, so we must force it to use
the test suite from the absolute path because it will be the converted on in
case of 2to3 otherwise we fall-back to the relative module.

Cédric Krier 23cd459b36 Improve get_reconcile_lines_for_amount 
Test all combinations of both payment_lines and lines_to_pay and keep the one
with the smaller remainder.
Use a namedtuple as result to ease its usage to callers.
