Cédric Krier 7a8b6b924a Raise exception when the Lock for Login could not be acquired 
The case when RPCExecute returns None is always forgotten. This shows that it
is the wrong design. Instead catching RPCException is always managed.
So it is better to raise an exception instead of returning None when the lock
for Login can not be acquired.

chardet is not enough reliable so we try some encodings.
Also with GTK-3, the deserialize callback has the length parameter.

- The callback must raise the exception
- If the exception is processed, the remaining exception should be an
  RPCException
- process_exception must not call itself because the rpc_execute already
  manage the exception
- The creation of the warning record should not use rpc_execute to not trigger
  the callback of the second call

Cédric Krier e2ef26cf83 Ensure toplevel window is actually a WINDOW_TOPLEVEL type 
The window_list_toplevels may return also WINDOW_POPUP which is not usable to
be set as parent. This happens when a toplevel window is searched from the
activate event of a popup menu.

Check on startup and every 8 hours for bug-fix release with a HEAD request to
the download site. The URL depends on the platform and if the python system is
frozen. The notification message has a download button.
